This section (“enable this trigger when”) is responsible for activating the listener. If the listener is not active, no Form Submission event will be visible in the debug mode (and in the Data Layer, in general). A listener, in this case, is a function that is activated in the background and is looking for Form Submission events on a page. This part is responsible for whether the Form Submission listener will be activated in the first place.
